Investigates Complaints Of Water Meter Mistakes

After continued complaints of mistakes and misreads by Atlanta Watershed management's metering system, Channel 2 Action News found a way to double check measurements at three metro homes.

The homeowners are convinced that they've been billed for water they didn't use and for expensive sewage fees that automatically get tacked on.

"How would you describe your water bills?" Channel 2 Action News consumer investigator Jim Strickland asked Carolyn Jones. "Too high. Excessive," Jones said.

Water meters water meters manufacturers,Water flow meters, water meters residential, Plastic water meters ,Water Meter installation

"Two and a third's higher than they were a year ago," said homeowner Peachy Horne of Loring Heights.

"I was pretty much told, 'Look, it's your problem. It's not ours,'" recalls Laura Diamond of Collier Hills.

Each agreed to participate in a Channel 2 Action News water project. Channel 2 also recruited contractor Mr. Plumber, and veteran technician Jeff Markham.

"Lately, there have been a lot of complaints," said Markham about his clients and their water bills.

Markham installed a second water meter in each home; in a spot where every drop of would get measured twice.

(6 p.m.) City Explains Water Meter Errors

"You can match numbers against each other to make sure they're reading the same gallonage," he explained.

Diamond got the first meter. She read it daily around the time of the month Atlanta Watershed was scheduled to read the street meter.

"Clearly there's a problem," she concluded from the results.

Diamond's home is for sale and unoccupied. After her occasional visits, our meter read only 50 gallons used, during the cycle when Atlanta Watershed billed her for 1,800 cubic feet of water. That equates to 13,464 gallons.

"I now have proof that what the city is telling me is wrong," said Diamond.

Atlanta Watershed Management's CFO Jim Beard told Strickland about Diamond's case.

"It appears that the register that was attached to her meter somehow failed," Beard said.

Beard said the actual meter was working, but the top section which transmits the reading was on the fritz. While awaiting repairs, computers estimated Diamond's December and January usage.

"Where did it come up with the 18 when the month before was only 4?" asked Strickland.

"It's a mathematical program that looks at historic usage," explained Beard.

Beard said the system looked at Diamond's earlier high readings and spit out a high estimate.

"That's one of our latest challenges: to look at the math behind these estimates and come up with a better formula to get it closer to accurate," said Beard.

Beard emphasized that the reading on the meter face was accurate, and that only its transmission function was damaged.

The estimates taken during the outage were influenced by several earlier high bills which Diamond has questioned.

After having received an actual reading of only 3,000 gallons in August 2010, her vacant home's September reading was more than 10 times greater. The city meter claimed the home was using more than 1,000 per day during the period.

"What that tells me is I'm not actually getting billed for what I'm using, which as a consumer is alarming," said Diamond.

Strickland obtained records showing Atlanta Watershed inspected Diamond's meter twice after inconsistent readings in June and September and found no problems.

"You're confident this meter is accurate?" Strickland asked Beard.

"In this particular case, I'm fairly confident that the meter is accurately reflecting the usage at the property," he responded.

The city later discovered Diamond's meter hadn't moved since November.

Her February bill reflected no usage and a balance $350 lower than the month before.

Homeowners Carolyn Jones and Peachy Horne got completely different results than Diamond. Their test meters were statistically in line with the street meters.

Atlanta identifies antenna problem with water meters

Jim Beard, deputy commissioner and chief financial officer of Atlanta’s Department of Watershed Management, said a sampling of 9,193 of the city’s 127,000 water meters revealed the antennas in 25 percent of them were installed upside down in the meter box instead of on top on the lid.

Beard said the system is designed to allow meter readers to receive radio signals on the mobile data collectors or hand-held units up to two miles away from the meter.

With the antennas upside down, Water meter,Beard said, the range is drastically reduced, which has forced meter readers to stand directly over the meter box to get a reading.

“This is not an operational issue affecting the functionality of the meter,” Beard said. “What it does is affect the meter reading process. This is not a billing issue.”

But that does not soothe the hundreds of Atlanta residents who have been hit with high water bills. For nearly a year now, Atlantans have complained about unexpected spikes in their bills, which in some cases have gone from under $100 a month to hundreds and even thousands of dollars.

Buckhead resident Bill Lucas, one of the most outspoken critics of the high water bills, said the city is being dishonest in its claim that the antennas do not contribute to the billing issues.

Water meter,Water metersWoltman Water MeterSingle Jet Water MeterMulti Jet Water Meter,Piston (Volumetric) Water Meter,

“It is preposterous for the city to say that the problem with the antenna is not relevant; it is relevant,” Lucas said. “If the antenna is not working, you are not going to get an accurate reading. This is a plausible explanation.”

Councilwoman Natalyn Archibong, who chairs the city utilities committee, also is skeptical of the claim the antenna issue is unrelated to the billing problems. The watershed department is in the process of drafting a full report and audit, she said.

"I am not pursuaded," Archibong said. "In my mind the number of complaints and the need to correct the antenna problem is related to the bills. I would be surprised if they were not related."

Beard, who joined the watershed department last September, said before the new leadership team was in place somebody within the department allowed the contractor to install the meters incorrectly.

Crucial Vertical Band Saw Features and Specifications

Metal band saws are made as either a vertical band saw or a horizontal band saw. Metal band saws are used to cut curves and hard objects, but is this all they can do? No, they are also great with cutting some smaller rabbets, tenons and re-sawing thin strips.

A band saw is simply defined as a power tool consisting of a continuous piece of flexible steel, with teeth on one side or both. Before getting one for yourself, it is necessary you have at the back of your mind some of the features of the particular band saw you want to buy.

Before now you might have been wondering, what considerations you need to make before procuring your band saw. This may seem especially complicated to a first timer, but not to worry as only two of these features are seen as primary.

Hunan: Band sawBimetal BandSaw BladesBand Saws For Metal CuttingBand Saw MachineCircular saw machineSpecial purpose machine

The throat of the band saw and depth of cut are the main concerns you should have when you are about to purchase any band saw. The throat is calculated by measuring the distance from the side of the vertical frame to the table. This distance is used in determining the cut width that band saws make.

The depth of cut on the other hand, is measured by calculating the length from the table to the upper blade guides. The feature is what is usually used by band saw makers to sell their products. It is also this same feature, which tells you the kind of stock (i.e. thickness) your band saw can cut.

The other considerations, which should be made by you before procuring your desired horizontal band saw or the vertical type band saw apart from the two main concerns stated above, are the accessories and the tables it needs to have. Every vertical band saw needs to have a steel or an aluminum alloy table, which may be tilted to 45% to make angled cuts. Tables should possess miter track.

For the accessories, ensure the band saw you want to purchase has a miter gauge and rip fence, if these items are not already included. They will prove useful when you are re-sawing, ripping and cross cutting. This is especially so for a vertical band saw.

A horizontal band saw is not often used by professional handymen as much as a vertical band saw. I guess this is because the horizontal models are easier to use than the vertical models. In spite of this, it is necessary for you to understand how each one is used and what it can do before procuring one.

Using an aluminum casting

Using an aluminum casting to replace an iron casting will result in reducing component weight by half. That is why auto producers are searching the areas where they may replace iron parts with aluminium parts. Most auto manufacturers prefer alloys of aluminium specially the A 300 series which have a mix of silicon + a minor amount of magnesium.

The silicon provides fluidity while casting, which allows thinner parts to be cast. The magnesium gives strength (via heat treatment). An important feature of aluminum and its alloys is that in comparison with ferrous alloys which show a unlimited fatigue strength, the fatigue strength of aluminum alloys goes down with increase in number of stress cycles this needs to be taken in account while designing its parts.

For getting high quality castings a variety of processes are followed. While casting permanent molds precautions are taken to ensure that it gets required cooling and vacuum pressure is also applied to ensure correct flow and lessen porosity. Aluminum is one of the few metals which may be cast by all processes of casting.

Die casting:

Aluminum alloys are more utilized in die casting than alloys of any metal. In USA alone 2.5 billion dollars worth aluminum alloy die castings are manufactured every year. Die casting is suitable for production of smaller parts. But when expensive manufacturing equipment is used the castings weigh 5kg-50kg. Cost effectiveness can be obtained only by large scale production. With die casting it is possible to have close tolerance and fine finishing surface. Die castings are manufactured by injecting melted metal into metal molds under considerable pressure. Quick injecting and quick solidification under high pressure make a fine grain surface, which leads to having best wear and fatigue properties. Aluminum die castings are generally not given heat treatment, so they cannot be welded.

Permanent die casting:

It is also known as gravity die casting and is suitable for large scale production. Their maximum weight is 10kg. But where heavy cost machinery and tools are used the weight of casting may go up to 50kg. Permanent mold casting have low pouring rate but metal molds solidify quickly, mechanical properties of permanent mold castings may be further bettered by heat treatment.

Sand casting:

Sand casting is casting of a mold with sand. In normal sand casting, the mold is made around a design by forcing sand mixed along with a bonding agent on the design. Then the design is taken out which leaves a cavity for casting. Melted metal is poured into the mold and after its solidification the mold is broken to remove casting. The most normal bonding agent is a mix of clay and water. Good metal handling practice is needed for getting good castings.

Alloy Car Wheels - Stronger and Lighter

There are a number of advantages to using alloy car wheels, but most people don't know the difference between them and standard steel ones. More and more cars are including allow wheels as their standard wheels, but why? Here, we'll take a look at some of the ways allow wheels are superior to steel ones, as well as why you might want to replace your car's wheels or make your next purchase include them.

Allow car wheels can either be cast in a mould or forged. They do not have to be welded together, which makes them naturally stronger than steel wheels (which are pressed from sheet metal and then welded, making them ugly and weaker). The forged alloy wheels are even stronger and lighter than the cast ones, but are typically more expensive. They offer very high levels of strength for less overall weight, which affects their performance in several ways. First, it takes stress off the suspension, allowing your car to more easily maintain contact with the road and therefore handle better. It also reduces the heat applied to your tires and brakes. This makes it less likely for your brakes to fail due to overheating, and will help your brakes last longer.

Alloy car wheels are also more fuel efficient, due to their lighter weight relative to steel wheels. They are very durable, and are resistant to corrosion even without a coat of paint or hubcaps. This allows them to not only have a bare metal look that some people prefer, but keeps them from wearing down as much over time. Even if they are damaged, they are easier and cheaper to repair than steel wheels because they are not welded together. They are more expensive to produce, but cheaper to maintain and last longer, as well as reducing the amount of stress on the rest of your car.

Essentially, alloy car wheels offer better handling, increased durability, more efficiency, and lower maintenance costs than steel wheels. Their only real drawback is that if they are not treated they are subject to galvanic corrosion, which can cause air leaks. However, there are relatively easy steps one can take to prevent this. Overall, alloy wheels offer all of the benefits of standard wheels and fewer of the drawbacks, and eventually pay for themselves because of the increase your car will receive in its performance and their long lives.

CPVC Tubing

CPVC tubing differs from the polybutylene type in two basic ways. First, it is rigid rather than flexible, which means that it is only available in relatively short lengths of 2m (6ft 6in) or 3m (9ft 9in). Secondly, it is joined by a process known as solvent welding, a slightly more involved procedure than making a push-fit or compression connection.

Superficially, CPVC tubing can be distinguished from polybutylene by its off-white color. An hour after the last joint has been made you can flush through the system and till it with cold water; before filling with hot water you need to wait at least four hours.

Iron FittingsPipe fittingsEMT FittingsLiquid tight ConduitCord connectorsRigid Conduit Fittingsimc fittingsEMT ConnectorsEMT Couplings ,Lock Nuts Steel ,Conduit fittings,Emt conduit,Tube fittings,Electrical fittings

CPVC pipe does expand when hot water passes through it, but this won't cause a problem in most domestic systems unless one of the pipe runs exceeds l0m (33ft), which is unlikely. In this case you will have to create an expansion loop using four 90° elbows and three 150 mm (6in) lengths of pipe.

The manufacturers of CPVC tubing provide an exceptionally wide range of fittings to meet every eventuality. There are 90° and 45° elbows, equal and unequal tees, reducing pieces, tap and ball-valve connectors, stop-valves and gate-valves, arid provision for connection to existing copper or screwed iron fittings. The connectors for copper tubing have a solvent-weld socket at one end and a conventional Type 'A' compression joint at the other. Those for iron fittings have a solvent-weld fitting at one end and either a male or female threaded joint at the other. If you are connecting a fitting to an existing iron socket, make sure that you render the screwed connection watertight by binding plastic PTFE tape round the male thread before screwing home.

Bidder questions water meter deal‎

A Louisiana business owner is disputing the recommendation of Van Guard Utility Service Inc. of Kentucky as the company to install the city of Monroe's automated water meter system.

Earlier this year city officials opened requests for proposals for the estimated $7 million project, which would provide the city with updated water meters that would transmit information via collection poles to City Hall for more accurate billing. The meters are also expected to provide a more accurate look at water usage and warn city officials when a problem arises, such as a pipe leak.

At the Dec. 14 meeting of the Monroe City Council, the council voted to introduce an ordinance to accept Van Guard's proposal. The issue is up for final adoption at the Tuesday meeting.

Bob Work, president and chief executive officer of Triton Water Inc. of Hammond, said his request for proposal was the lowest out of the four companies that turned in proposals. He said the city of Monroe has picked a company that will cost taxpayers more money.

"We seriously are bothered by the unfounded statements they refuse to back up with names and documentation," Work said Wednesday. "I don't think you can find a bad job we have ever done."

City officials said they picked Van Guard based on an evaluation, and each company submitting a proposal received a copy of this particular evaluation.

According to the Louisiana Legislative Auditor's Office, the request for proposal process can be used to contract services. A request for proposal has the advantage of allowing the use of evaluation factors other than the price when making the award. The criteria and point value must be set forth in the request for proposal.

"The rating sheets were in the RFP," city engineer Sinyale Morrison said. "All of the people who submitted proposals were aware of how the rating sheets would be used and how they would be scored."

In addition to Van Guard and Triton, two other companies submitted proposals. They are Thielsch Group of Rhode Island and Dual Construction, Inc, of Texarkana, Ark.
